What is the review process for these grants?
All submitted proposals undergo two independent reviews from subject experts. In case of discrepancy, a third review is sought for before arriving at a decision.

No, these expenses cannot be included in the grant budget. There are separate schemes to support both publication and patent, and these are available in KAHER. So the applicants can avail these benefits in those schemes.

The methodology for these grants should be designed such that the existing infrastructure and equipment’s available in KAHER are being used for the study. Any new equipment’s need should go through the Registrar office, rather than applying for them in the grant.
